The CBE program develops contract and procurement preference and set-aside opportunities for District-based businesses. The District's discretionary spending can be directed to District businesses that support and contribute directly to job creation and the tax base. WCS Construction, LLC participates in the First Source Agreement Program which assures city residents priority for new jobs created by municipally financed and developed projects. Section 3
WCS Construction, LLC participates in the Department of Housing and Community Development’s Section 3 program. The purpose of Section 3 is to provide economic opportunities to low-income persons in projects in which HUD and DHCD housing and community development funds are expended in the District. The law requires preferences in the hiring and awarding of HUD funded community development projects (section 3 covered projects).
